Well orx is only an engine, there's no online hosting platform associated to it, so no native leaderboard/ranking/achievements per se.
That being said, it should be pretty straightforward to integrate any ranking API of your choice, whether it is game center on iOS, steam/game jolt/... on computer, etc.
It all depends on which platform you're going to use to publish your game.
